Rubbish and Household Waste Issues are being Tackled in Cathays

A Section 46 Environmental Protection Notice allows the local authority to serve notice on occupiers of premises prescribing how, when and where waste is presented for collection. Persons breaching a Section 46 Notice may be issued with a Fixed Penalty Fine for that breach..

 

13 Streets in Cathays where rubbish and wheelie bins have been highlighted as a particular problem are being targeted at present, these are: Woodville Rd, Llandough St, Llanblethian Gdns, Ruthin Gdns, Glynrhonnda St, Llantwit St, Richard St, Harriet St, Wyverne Rd, Senghenydd Rd, Senghenydd Place, Miskin St, and Cogan Terrace.

 

Action by the local authority over the last 2 months in these locations include:

 

  • 417 visits to identify occupants and verify the status of the property.
  • 658 identified properties
  • 1845 actions leading to the issuing of a notice.
  • 865 Section 46 Notices issued.
  • 115 Fixed Penalty Notices issued. (on-going).
  • 14 unlicensed Houses in Multiple Occupancy reported to Public Sector Housing.
  • 160 additional wheelie bins issued.
  • 49 active cases of inappropriately stored waste in frontages under consideration.

 

The benefits for the community of these actions have resulted in cleaner streets, waste managed so that it does not become a nuisance and enhanced re-cycling opportunities.

 

These actions by the Waste Enforcement Team are resulting in an enhanced quality of life for those living and working in Cathays.

 

N.B.   Cardiff County by-laws state that wheeled bins and any uncollected black or green bags must be removed from the roadside or footway by 9am on the morning after the waste collection day any waste material left out after this time may lead to the house occupier(s) being issued with an £80 fine.
